IF in a cold weather in order to avoid condensation inside you want to keep it cold, the difference in temperature is what make condensation. So why does the correct answer say raise the temperature of the area?

One of the ways to avoid condensation would be to increase the surface temperature affected. Increasing insulation is one way to achieve this, and lowering humidity to prevent water from forming between interior and exterior will also help. Lowering the temperature of that surface would reduce the dew point and help the process of condensation, rather than work to prevent it from occurring.
