Locked and unlocked questions during the exam

I was wondering if anyone is familiar with when all the exam questions unlock during the exam. I know that the exam questions lock when you take a break, but I have noticed that at the end, when I reviewed all the questions, it did unlock all the questions. Does that happen all the time, and at what point does it unlock all the exam questions?

  From my experience I only took a break once during an exam and all viewed questions were locked even when I went to submit. I’m very surprised they were unlocked at the end for you.
