    Hi Amy,

    Interesting question.  The simple answer is no, there is not a base score that is required.

    Let me explain why.The process we are using (Modified Angoff) to establish the cut score, takes into account outlier performances, whether really bad or really good.  That is why we need the data of 600 administrations and not just 25.  The Modified Angoff method is also used by many - many licensing organizations to establish passing standards.  It is has never resulted in anarchy and has proven repeatedly to be a valid process.

    I definitely encourage you to read more on the method.

    Last thing...please remember that setting a cut score is NOT about creating a curve.  It is about establishing the passing standard through criterion.
