PJM Practice Exam Question 27

Was this question worded incorrectly? in the question it mentions $50 average billing rate, and in the answer it says $50 average hourly rate. I thought the billing rate was what the architect bills to the client, and hourly rate is what the employee makes before net multiplier is applied.  I only got this question right because i multiplied the numbers provided and it equals the amount shown as compensation. Am i overthinking it ?
