Best way to insulate a CMU wall

What is the best way to insulate a CMU wall and get the highest possible R value? Should you grout the wall fully, leave it empty, full it with sand, etc?

  Is a loose filled cmu wall more effective then a solid fill because it allows for air space which allows for a better R value? Also would a loose filled wall have a higher R value then no fill which would have a higher r value then solid fill?

  Foams are best, followed by puffy rocks (perlite and vermiculite), followed by air….solid has the lowest R Value
