Is the contractor and design-builder the same? I am having trouble untangling the two. Would this contract be used in a design-build project delivery?

  Yes this contract is for design-build delivery. The contractor and design-builder are not the same in this case - the contractor is fulfilling a similar role to a subcontractor under A101/201. It's just a (confusing) terminology thing, they probably should just say design-builder and subcontractor.
