A-3 / E Occupancy Clarification

Could someone clarify the difference between these two portions of code? They seem to contradict each other....

Item 303.1.4 says that if there is an educational room in a worship place with occupant load less than 100, then it should be classified as part of the religious worship occupancy, which is Group A-3. They are not to be considered as a separate occupancy. And the item 305.1.1 repeats this information and says educational rooms in religious worship places with less than 100 occupant load are classified as A-3. So they say the same thing. I think the key here is to know that religious worship places are A-3.

It's because the two code sections you are showing are related to different occupancy types, Assembly Group A and Educational Group E.
Some religious entities have accessory "classrooms" in addition to their main sanctuary space. Section 305.1.1 basically states classroom used for religious functions must be classified as Assembly.
Traditional school classrooms are classified as Educational per the requirements listed in Section 305.

I think the key word is the religious educational classroom, which is called Sunday school classroom (SSC) in my religion.
SSC is not a typical classroom, the kids or adults will only spend 1-2 hours in the classroom. The teachers may be volunteers or pastors. The kids or adults may vary every week. It is very flexible. It is not a full-time classroom. People only use it on Sunday, Wednesday, Friday or Saturday. It depends how the church use it.
