Veterinarian hospital and kennel design-- ballast question
I have no experience about dogs or veterinarian hospital or kennels. I wonder does the kennel need HVAC system in US? (I know this is a silly question) In Petsmart or some urban pet stores, they keep the dogs indoor. So do you think we should separate these two buildings?
What's the function of the kennel in this question? A dog hotel or a part of the hospital like inpatient department? Does a dog hospital have an inpatient department?

Yes, consider veterinarian buildings as hospitals for animals, kennels as hotels for animals, and the air is treated in similar way for each. Even the materials will be similar for cleanability and safety to provide sterile working environments (animals don't clean up after themselves as good as humans do, most of the time anyways). Many animals remain outdoors (horses, cows, large birds, etc.) so the facility may provide connected outdoor areas that are covered for rain protection but not conditioned. Remember, people will be doing the majority of the work in these facilities, so the buildings need function effectively for human use as well.
Unless a test question specifically says a fully enclosed space is not conditioned, I would assume the area will be using some type of HVAC system because that is what they are testing your knowledge on.
