Compacted Gravel Path?

I was very confused with this answer, is compacted gravel path allowed in a condominium project? don't pathways need to be smooth for wheelchairs?

  Compacted gravel meets ADA and can be pretty smooth. The confusion is that the size of the gravel is not depicted...in this case the gravel is small, now had the material been the size of golf balls than yeah, not ADA
