Architect's compensation

If the owner's budget is $500,000 and the winning bid was $575,000, what value is used to determine the architect's fee? its the most recent budget right? does the architect's fee get raised if the winning bid was higher?

Also, the architect's fee is not based on what the owner will pay his/her consultants as well as the architect's consultants, right? since the consultant's fee is taken from the architect's fee?
