Division 00 Specs vs. Bidding Requirements

I’m noticing a lot/complete of overlap between the two and not sure if I should just be considering them one and the same. Any input helps, thanks

The Project Manual begins with Division 00, (Bidding and Contracting Documents) Division 01, (General Requirements), and ends with Division 02 thru 49. (referred to as the Specifications consisting of the 3 part Section Format.)

Be aware of the relationships between these 3 Divisions. Supplementary Conditions modify the General Conditions (A201) which influences the General Requirements (Div. 01) that influence Part 1: General portion of the Section Format. Which then complements the Drawings. Extreme coordination is required to make sure that things are only said once. Refer to CSI Manual of Practice pp. 5.40 for a diagram.

Are construction documents considered a design phase?

Yes, according to AHPP Construction Documents is a design phase normaly with 40% or 45% (including Bidding / Negotiations).
