Can someone explain this PjM scheduling example in the ARE 5.0 Handbook?

Currently studying for PjM and I'm going through the handbook and I'm having trouble understanding the scheduling/gantt chart example. Can someone please explain NCARB's reasoning? Thanks!

  If permitting is delayed by 3 weeks construction will also be delayed 3 weeks as it can not begin until the permits are acquired. On top of that construction in its self is also delayed as you need to add another 3 weeks to finish the work, for a total of 6 weeks delay. The 2 weeks delay in bidding has no effect on the schedule as it is less than the three weeks delay for permitting and these are tasks that happen simultaneously.
