Most effective way to control sound?
reading through some material and I saw a discrepancy between two study materials. Black Spectacles practice exam says "it is far more effective to screen sound at the source of the sound than the receiver" (this was from one of the practice exam questions I got wrong) jumping over to the ballast study guide chapter 12 page 32 "the barrier is best placed as close as possible to either the source of the noise or the receiver"
Maybe I am splitting hairs here and reading way to into this particular question but it has been bugging me for a few days now.
curious as to what everyone thinks about the above discrepancy.

Placing near source or receiver is equally good from a physics point of view. Placing an outdoor barrier in the middle, halfway between them is least effective.
