    A change order would not be required for directing the reinstallation, as it does not affect the project budget, scope, or schedule.

    Yes. I guess, even if the contractor would disagree to reinstall the materials, the architect still has the power to issue a Construction Directive together with the Owner. So the work will continue and the Change Order will be avoided until they will figure out who was right later(?).

    Effectively, yes. It would potentially lead to arbitration (or whatever other method of dispute resolution is outlined in the contract) if the contractor insists additional money is owed.
