Delegated Design Decisions
Architect is the judge of design and design related matters later in construction, and checks the submittals for the design intend. However, when we delegate design, for lets say a curtain wall over to another curtain wall specialized firm, once the shop drawings are ready, are we the authority to check the design intend, or the company who designed them? Or does it depend on the involvement and to the degree of our scope in the curtain wall design?

We would determine the design intent first, with the client, which we would be represent in our cds. So in this case, we would have done elevations and wall sections of the curtain wall, with dimensions, and maybe even the desired finish. The fabricator would submit shop drawings, which we would check. If the shop drawings were didn't match our design intend, they'd be rejected. If the changes are more minor, there would be discussion with the client if we were going to consider the changes.
Hope this helps!
