    What initially confuses me is the statement of the "25-foot side fronts a public right of way..."  The lot is stated to be a 50'x100' lot.  I don't believe short eave overhangs count but larger overhangs of building area would.

    I don't know how the overhangs play into this particular question, but the 25' is irrelevant information in this case. It might have been clearer is the question asked for maximum gross area ALLOWED. 25' play into calculation maybe if it's an existing building, and you are investigating how big of an addition could be made (40'-25'=...)

    On the other hand, you can cantilever a building if the zoning code allows it. Also, setbacks can increase as you go vertically up - specially to allow better solar access to the street and other properties in dense urban environments. Ultimately, for questions that don't specifically indicate the verticality of the building, assume that the setback planes extend up to infinity.
