Utility easement requests

When there is a variance/deviation request about a utility easement which project stakeholder contacts about this, the owner or the design professionals?

From previous studies, the answer seems to always fall under owner responsibilities. But if this is about a utility easement and would need to contact the utility company, would this fall under the civil engineer?

  The owner typically contacts the utilities company. If the contract between the civil engineer and the owner assigns this task to civil engineer, the civil engineer can contact the utilities company on behalf of the owner.
