Total construction cost
Is the cost of purchasing a building, hazardous materials removal, and F&E part of the total construction cost?
All three normally could possibly be part of the total construction cost - dependent on the contract. But if not given a contract to review, can one assume that the cost of the building wouldn't be part of the "construction cost"?
If anyone has any specific chapter or page on this in AHPP, please let me know. Thank you.

Total Construction Cost = Building Construction + Fixed Equipment + Side Development
Building Costs: These include all costs of construction within 5 feet of the building line, all items required by codes (fire extinguisher cabinets, fire alarm systems, etc.), and items normally found in buildings, regardless of type (e.g., drinking fountains).
Fixed Equipment: This includes all equipment items that may be installed before completion of the building
and that are a part of the construction contract, such as lockers, food service equipment, fixed seating, fixed
medical equipment, security equipment, equipment, stage equipment, stage lighting, and the like.Site Development: This includes all work required that lies within the site boundary and within 5 feet from the edge of the building; that is, grading and fill, fencing, electronic perimeter system, roads and parking, utilities, landscape development, athletic fields, walks, site lighting, street furniture, site graphics, on- site sewage treatment plant, andunusual foundation conditions.
Movable furniture and equipment is not part of construction cost, but part of the total budget.
I guess site remediation cost is part of the site development cost, and part of the total construction cost.

The construction cost usually doesn't include the cost of the land or the building (if it's being renovated). Some developers will charge a fee for the construction, and then a separate fee for the land if they developed both. If hazardous materials are discovered during construction, that would have to be paid either with the contingency $$ or by asking the bank for more funding. Furnishings and fixtures usually aren't part of the construction. A corporate headquarters for example, may just move in all their furniture and art from their current space. But obviously some mechanical equipment will be included in the construction cost (for example HVAC or kitchen equipment). And things like light fixtures or built-in art could be included as part of the construction costs.
Sorry if this is clear as mud, but it's complicated.
