    Hi Yu,

A is not a correct choice because an architecture firm cannot be the lead on a construction project.  The school is looking for a design-build contractor to build the elementary school.  An architecture firm can be part of the proposal, but we wouldn't be the lead because we aren't contractors.

    Hope this helps!

Rebekka,, from AHPP there is one type of project delivery called Architect-Led- Design-Build it is the only time that architects can lead the Construction and actually are responsible for construction means and Methods.. so I feel the same way about this question, I think A could be correct too, Actually, option E is more looks like Bridging-Design-Build, not standard Design-Build, which is more confusing because the question mentioned Design-Build only

I'll add that there is plenty of evidence that Architect-Led- Design-Build is a thing when you Google "Architect-Led- Design-Build".

Sure, it's a thing...  but you'd need a contractor's license in the state, and liability insurance for construction.  Most architects would not do this...  unless they are the owner (or part owner) of the project we wouldn't take on construction liability.  Since this is a municipal project, the owner is the state/town.  An architecture firm can't led this type of project.  In my state there are strict requirements for architects even to work on (even small!) municipal design projects.  8+ yrs of experience in municipal work, and the firm must do mostly municipal work, like more than 50% of their practice.  And $1 million+ in prof liability insurance.  A lead contractor would need similar experience in construction.  It's doubtful than any architecture firm would qualify, or want to...
