Bulletins
The AHPP has the following definition for Proposal Request: A document issued by the architect to the contractor after contract award that may include drawings and other information used to solicit a proposal for a change in the work; sometimes called a “request for a change” or “bulletin.”
Since this is issued by the architect and AHPP makes no mention of the owner, are bulletins only ASIs (Architect's Supplemental Instructions)?

Not at all. Please see AIA G710-2017: Architect's Supplemental Instructions 'The GC shall carry out the work with the following WITHOUT CHANGE IN CONTRACT SUM OR CONTRACT TIME.'
The RFP is used to SOLICIT A CHANGE ORDER, and the proposal includes either or both: cost and time.
It is a basis for the architect to prepare a Change Order to the contract, not an ASI
