Who obtains the certificate of occupancy?

I'm finding conflicting information on who is responsible for obtaining the certificate of occupancy.  I thought it was the contractor but in a Black Spectacles practice exam it's listed as the owner?  Is the contractor responsible for putting the application together, but then the owner is the one who actually obtains the certificate?

  The owner fills out and signs it and sends to city / AHJ.
