Public vs private project in considering alternates.

The correct answer is N because N gives the lowest price for base bid + alternate 2.

My question is if the question specifically mentions this is a public project, would the answer be different? For example N for the lowest base bid, or M for the lowest total (base bid + all alternates)

  If the question says : Public Projects w/o mentioning which alternate the O prefers, it means Base Bid and the Sum for the 3 bids, the lowest bid will be M. In the above question it's clearly stated that O prefers Alt 2, other Alt is out of the thought.

  Thank you for the information. In the public project, is the owner allowed to pick any alternates in any order?

  Alternates are used to reduce the contract sum for items, the price and quantity are know. I think yes the owner has the right to do so as there was no previous comment to include any.
