    Hey Lindsay,

    As you mentioned, there have been several other posts/threads regarding this, so you may want to go back and take a look at them.  The short answer is, "Yes."  The time allotment for each division takes into account the time needed to advance between items.  This time between items is because ARE 5.0 is delivered over a secure web connection.  Similar to when you navigate any website, it takes a moment for pages to load.  The clock does not reset, but it is already accounted for in the overall exam time.

    I experienced the long lag time as each and every question loaded. NCARB should consider adding more time to account for the lost time due to this lag. 3.15 HRS and 15 MINS for 95 questions is not enough time. More over, it took several minutes for the reference documents in my case study to load. And these reference documents have to be opened and closed to answer all case study questions. I lost so much time waiting for every document to load. 

    It is a disappointment not be able to finish the test after studying for months.
