A label is a unique visual or categiorical thing applied to something else to distinguish it from other dissimilar things. To "stack" labels without stating they are stacked implies we know there are many labels on top of each other. It is a horribly written question and very misleading. Couldn't NCARB just include all 6 labels, two for each category? The test taker is going to see three labels and assume there are three, not three plus three behind the original. I hope there are not many questions designs like that.
