Skill of the owner's maintenance staff affects system selection?

This logic does not flow with me. Shouldn't the need of the owner be the deciding factor for system selection? This is like someone says, because the students are not able to handle the level of difficulty in exams in a med school, the exam should be made easier. How does that make sense?

  The owner should mention this requirement in the Owner's Project Requirements. For example the owner may ask to install DX unit instead of VRF unit if him maintenance crew has no previous experience with VFR.
