Substitution request during construction?

This is a question in the PjM session in PPI2PASS. Isn't substitution requests only allowed to be submitted by the contractor prior to the execution of the contractor? This is what I understood from reading the contractors.

  As per A 201 # 3.4.2, substitution can be submitted during the construction, get approval after owner's consent and architect evaluation.
