From reading the contract, I thought that Substantial Completion can only be certified for the part that has a separate contract with the Owner or specifically written in the contract as a separate part. Certifying substantial completion is a different issue than partial occupancy. Partial occupancy can be done with any part of the building that passes inspection by AHJ and is substantially completed, but not necessarily certified as Substantially completed. This is my understanding.
In the situation of this question, it seems to say that Substantial completion can be certified for any part of the building, regardless of whether or not that part is designated separately in the contract.
Am I wrong?
