I am wondering why we did not convert the inches into feet?

Sorry, I was thinking this was an NCARB practice exam question, even though you said Ballast. You aren't supposed to reproduce any of their book, fyi.
BTU are British Thermal Units based on ° fahrenheit and inches. The R value are based on BTUs. And all the dimensions in this wall are in inches anyway. You just convert to R values and add them all up to get the R-value of the wall assembly.
